Scientific-practical conference "Strengthening the role of employers in the formation of educational programs of universities"

Scientific-practical conference on "Strengthening the role of employers in the formation of educational programs of universities" will be held on October12-14, 2016 in Sochi.

The conference is held as a part of the Russian Academic Excellence Project 5-100 in Sochi Institute of the RUDN University with the participation and support of Russian Accreditation Agency, the Moscow Chamber of Commerce and Industry, the Office of Education and Science and the Sochi City Administration.

The aim of the conference is to increase the efficiency of interaction between educational institutions and employers, and to strengthen the role of employers in the formation of university education programs.

The conference will address a number of issues and challenges faced by the modern universities in the actualization of educational programs in accordance with the needs of the real economy, as well as round tables with representatives of employers: “Correlation between Federal State Educational Standards, Base Educational Programs and professional standards through training and internship "and "Employment assistance and labor market adaptation of Russian and foreign graduates".

The main topics of the conference are:

·         Accreditation of educational programs;

·         Involvement of employers in professional public accreditation of professional educational programs;

·         The interaction between educational organizations and employers in modern conditions;

·         The development of educational standards and educational programs in accordance with professional standards;

·         Evaluation of competencies under the implementation of the Federal State Educational Standards of Higher Education;

·         Methods and technologies of students’ portfolio formation;

·         Accreditation of Base Professional Educational Programs of Higher Education and analysis of competence formation;

·         Professional certification and accreditation of graduates;

·         Confirmation of professional competencies formation by employers.

The scientific and practical conference "Strengthening the role of employers in the formation of educational programs of universities" was attended by representatives Rosakkredagentstvo, Social Protection and Veterinary Office in Sochi, representatives of educational organizations: RUDN University, MGIMO University (350-th place in QS WUR ranking), National Research Novosibirsk State University (291-th place in QS WUR ranking), Southern Federal University (501+ place in QS WUR ranking), Kuban State University, as well as representatives of companies (Research Institute of medical Primatology, LLC "Fortuna Luxury", "Museum of the Adler district," Interdistrict Inspectorate of the Federal tax service in Krasnodar Krai, CBS Adler district of Sochi, Sokolov Environmental and biological center, “Ornithological park in the Imereti lowland”, Department of employment of the Adler district, All-Russian scientific Research Institute of floriculture and subtropical crops, Legal department of the Administration of the Adler district - The prosecutor's office of the Adler district, Medical laboratory OPTIMUM Ltd., etc.).

During the plenary session reports by O.V. Ignatiev (RUDN University), E.V. Zakhvatova (Rosakkredagentstvo), V.M. Morozov (MGIMO), E.Yu. Lotova (RUDN University), I.A. Ignatyeva (RUDN University), S.V. Dovgal (NSU) were presented.

The plenary session of the conference was opened on October 12 with a welcoming speech by the Director of the Sochi Institute of RUDN University Nadezhda Ivanovna Kozlova.

In his speech Oleg Ignatiev, vice-rector for information and analysis of the RUDN University, outlined the current areas of cooperation with employers relevant not only for RUDN University but also for other leading Russian universities. Dr. Ignatiev noted the main features of RUDN University such as: a large number of students from various regions, close ties with alumni and businesses, a large proportion of extrabudgetary funding. Also Dr. Ignatiev spoke on the introduction of innovations in working with companies in the legislation, the need to establish base chairs and an increase in the number of internship database in connection with the inevitable obsolescence of material and technical base, the formation of educational associations in which the employers are included.

Dr. Ignatiev outlined the main challenges faced by higher education institutions in cooperation with employers, namely the lack of a complete set of educational standards, frequent change of the FSES (Federal State Educational Standards), the problem of competencies formation evaluation and high variability and academic freedom in the construction of educational programs at various universities.

Among the objectives established by Dr. Ignatiev in enhancing the effectiveness of interaction between universities and employers, the following are to be noted:

1. Engaging employers in the formation of main professional education programs (MPEP);

2. Development of evaluation tools pools together with employers;

3. Professional accreditation of the main educational programs (MEP);

4. Development of (MEP) actualization techniques together with employers;

5. The development of businesses networking, particularly within the master's programs.

These problems have caused a lively response among participants and were discussed in detail at the round table on the 13th of October.

The presentation by Elena Valentinovna Zakhvatova, deputy head of the department of innovative development of the Rosakkredagentstvo, sparked a genuine interest of the audience. In her speech, Dr. Zakhvatova gave details of the procedure and the types of accreditation, as well as educational programs audits.

Dr. Zakhvatova marked important areas of work to improve educational programs, among which are the following:

1. Inclusion of practical tasks corresponding to the real production requirements in the evaluation tools pools;

2. Inclusion competencies of graduates in their portfolio;

3. Internship in the relevant facilities;

4. MEP audit on the applicable standards.

Assessment of professional competences at the state accreditation, internal and external evaluation of the educational programs, graduate potential index (a graduate’s professional and personal qualities and university status), as well as employers' unions participation in accreditation were also noted as the issues requiring a closer consideration.

As part of his report, Vladimir Morozov, Vice-Rector of MGIMO on personnel policy, noted the key issues related to the conduct of effective monitoring of graduates’ employment. Dr. Morozov said that at the moment universities unfortunately possess no levers to help them influence their graduates, as such levers would allow educational institutions to get the graduates provide up-to-date and accurate information on their employment. As a possible solution Dr. Morozov has proposed an initiative to introduce additional annex to the diploma at the legislative level, an "Employer Card", filled out by the employer at a graduate’s admission to work and mailed by the employer to an educational organization afterwards.

Also questions of legal registration of internships were raised namely the need to provide an alternative to entering into contracts with employers and their possible replacement by other legal instruments as a way of de-bureaucratization.

Elena Lotova, Director of Teaching and Research Information Library Center (Scientific Library) of RUDN University spoke on the formation of students’ portfolio that could be used in their future employment and act as an "electronic CV" for students and graduates, providing extensive information to the employer. Such a portfolio may be formed with the use of TEIS. Dr. Lotova also noted the need to familiarize graduates with the social network LinkedIn.

Svetlana Dougal, Career Development Center director of the NSU, pointed out in her speech the need to work to promote the employability of students on the basis of the career centers of educational institutions, namely: the development not only of professional competences and skills of students, but also their behavior in the job market and career building knowledge and skills. For such work NSU invites teachers from recruitment agencies. NSU Student councils are also actively involved in this work through regional entrepreneurs (including graduates) invitations to hold free lectures.

The plenary session ended with the report by Inga Ignatieva, Associate Professor of Information Technology in Continuing Education (ITNO) chair of RUDN University, dedicated to the development and formation of evaluation tools pools. Dr. Ignatieva noted that evaluation tools pools should reflect the absorption of both theoretical and practical knowledge and skills by students, include problem and practically-oriented tasks that are closely related to the requirements of both educational and professional standards, as well as have clear assignments evaluation system, which will allow not only to avoid misunderstandings and disputes concerning the final grades, but also provide students with a clear understanding of the requirements and relate them to their own abilities and skills, as well as perform course assignment more effectively and intelligently, thereby enhancing the efficiency of its mastering. More clearly structured evaluation tools pools thus have a positive influence on the competence formation and increase the demand for graduates in the labor market. 

Reports of the plenary session caused a significant number of questions from the conference participants, some of which were worked out at the meeting. The remaining issues were discussed at the round table on 13 October.

At the round table "Directions of interaction between educational organizations and employers in modern conditions (Moderators: N.I. Kozlova, S.P. Karnilovich (RUDN University), October, 13) topical issues of cooperation between educational institutions and employers were discussed.

Dmitry Koshurin, the head physician of the medical laboratory "Optimum" noted that companies, in particular in health care, are experiencing a significant shortage of personnel along with the fact that the number of specialists with the master’s degree is increasing every year. He also noted the need for closer cooperation between enterprises and educational institutions, including cooperation within the framework of research conducted by educational organizations on the topics proposed by companies including research in related fields. Dr. Koshurin noted that the curricula need to be updated in accordance with professional standards and the creation of enterprise-based departments which corresponds to the concept actively implemented in and promotes by RUDN University. Dr. Koshurin also said that enterprises require graduates who possess not only professional skills, but also the so called Soft Skills — general skills and competencies that allow one to interact with others more effectively at the workplace. Dr. Koshurin expressed his desire to work with the Medical Institute of RUDN University.

The experience of working with students in the field of employment, described by the delegation of the Southern Federal University, sparked interest of the audience. Representatives of SFU said that today's students belong to the so-called "Generation Y», i.e. their worldview and attitude to various aspects of life, including work, is qualitatively different from what the older generations see as usual, so working with them should be built on new principles. The development of such guidelines is one of the tasks of the SFU Career Centre.

During the round table such topical issues as an early career orientation (from school to the enterprise), the definition of employment in the specialty, students’ employment monitoring, getting feedback from the Ministry of Education and Science on the reports transmitted by educational organizations were also raised.

Following the conference, a number of initiatives that will be brought to the attention of the Ministry of Education and Science of the Russian Federation were put forward.

Another outcome of the conference "Strengthening the role of employers in the formation of educational programs of universities" was the agreement of participants to take part in the world rankings polls as experts. Involvement of the regions in the voting process is very important for the formation of an objective picture of the education quality in Russia.
